Project Background

In response to the economic challenges faced by Zimbabwe, a group of international donors established the Zimbabwe Multi-Donor Trust Fund (ZimFund) to support priority recovery activities. The African Development Bank (AfDB) was designated as the manager of the ZimFund, which aimed to contribute to the country’s early recovery and long-term development by mobilizing donor resources and promoting coordination among stakeholders.

Since 2011, Crown Agents (CA) has been contracted to act as the Procurement Agent for the ZimFund on behalf of the Ministry of Finance and Economic Development. In this capacity, CA managed the procurement of a wide range of goods, works, and services required for projects funded by the ZimFund. Our primary goal is to ensure that all procurement transactions are carried out in strict adherence to the AfDB Procurement Rules and the Zim-Fund Operations Manual, achieving optimal value for money while maintaining transparency and compliance.

Project Phases and Achievements

Phase I: Emergency Power Infrastructure Rehabilitation Project (EPIRP) and Urgent Water and Sanitation System Rehabilitation Project (UWSSRP)
The first phase of the ZimFund project focused on rehabilitating key infrastructure to address urgent energy and water sanitation challenges in Zimbabwe. Crown Agents played a crucial role in managing procurement for the following contracts:

  • Power Plant Rehabilitation (USD $10.6 million)
  • Sub-Transmission System Reinforcement (USD $8.5 million)
  • Distribution System Reinforcement (USD $15.35 million)

In addition to these works contracts, Crown Agents also managed four services contracts, including:

  • Environmental and Social Audit (USD $0.8 million)
  • Project Audit (USD $0.067 million)
  • Waste Disposal Study for HPS (USD $0.103 million)
  • Biodiversity Management Plan (USD $0.83 million)

These contracts were integral to improving Zimbabwe’s power and water infrastructure, benefitting thousands of citizens and enhancing the country’s economic recovery.

Phase II: Rehabilitation of Power and Water Infrastructure
Phase II of the ZimFund project focuses on the continued rehabilitation of Zimbabwe’s power and water infrastructure. Key interventions include:

  • Rehabilitation of Power Generation, Transmission, and Distribution: This includes environmental interventions at Hwange Power Station, as well as the replacement of outdated transmission and sub-transmission transformers.
  • Improvement of Power Supplies to Water and Sewage Treatment Plants: This will ensure a more reliable and sustainable water supply, improving sanitation services for millions of people.

The project is designed to benefit a combined target population of 5 million people in key regions such as Kwekwe, Gweru, Bulawayo, Mutare, Harare, and Hwange. The key outputs of Phase II include:

  • Rehabilitated Transmission and Distribution Networks: This involves repairing and replacing cables, overhead lines, transformers, and related equipment to improve electricity delivery across the country.

CAZim continues to support the Zimbabwe Electricity Transmission and Distribution Company (ZETDC) in the procurement of goods and services and the disbursement of funds for the remaining phases of the project.

Key Services Provided

1. Procurement Management

CA oversaw the procurement process for all projects funded by the ZimFund, ensuring that all contracts are awarded in accordance with the AfDB Procurement Rules and ZimFund’s operational guidelines.

2. Financial Oversight and Fund Disbursement

We manage the disbursement of funds, ensuring that they are used efficiently and transparently, providing regular reports to stakeholders and donors.

3. Monitoring and Reporting

CAZim is responsible for monitoring the implementation of procurement activities, ensuring compliance with project goals, timelines, and budgets. We provide regular reports to the client, donors, and the government.
