Project Background
The Health Resilience Fund (HRF) is a four-year multi-donor pooled fund established to support primary healthcare in Zimbabwe from 2022 to 2025. Created through a partnership between the EU, FCDO, the Government of Ireland, and GAVI, the HRF aims to complement Government of Zimbabwe (GoZ) funding while supporting Zimbabwe’s Ministry of Health and Child Care (MoHCC) to achieve its health priorities outlined in the National Health Strategy (NHS) 2021-2025.
HRF is designed to contribute towards Zimbabwe’s vision of achieving a prosperous, empowered society with sustainable and equitable health outcomes by 2030. The fund focuses on improving healthcare service delivery while promoting community participation and enhancing public health systems.
The three pillars of the HRF are aligned with the National Development Strategy 1 (NDS1), supporting the 14 National Priorities, especially Health and Well-being:
- Ending Preventable Deaths (EPD): Targeting reductions in maternal, neonatal, and child deaths through quality healthcare services.
- Global Health Security (GHS): Strengthening public health systems to respond effectively to health emergencies.
- Health Systems Strengthening (HSS): Ensuring a resilient, accountable, and responsive health system that maximizes resource utilization.
New governance structures have been introduced for the HRF:
- The Leadership Group (LG): Known as the Policy and Sustainability Forum (PSF), this group facilitates high-level strategic and policy engagements between funding partners and the GoZ.
- The Program Management Unit (PMU): Responsible for overseeing the operational aspects of the HRF, ensuring quality assurance and program control.
Services Provided
In partnership with the MoHCC, Crown Agents Zimbabwe (CAZim) played a key role in supporting the recruitment and management of the Program Management Unit (PMU) for the HRF, ensuring the presence of highly skilled and committed professionals. The services provided include:
1. Recruitment and Management of HRF PMU:
- Coordinating the recruitment of senior health experts and technical staff to manage and oversee the implementation of HRF activities.
- Ensuring all recruitment processes are aligned with MoHCC needs and standards.
- Onboarding new hires and facilitating smooth integration into the HRF program.
2. Human Resource Services:
- Contract management and administration, including staff payroll management and ensuring compliance with local labor laws.
- Managing staff benefits, including medical insurance and workers’ compensation insurance.
- Providing support for performance management and career development.
3. Training and Capacity Building:
- Facilitating mandatory induction trainings, including UNICEF’s Prevention of Sexual Exploitation and Abuse (PSEA), Modern Slavery, Safeguarding, Anti-fraud, Money Laundering, Conflicts of Interest, and Anti-Harassment.
- Ensuring all staff are oriented and committed to MoHCC, CAZim, and UNICEF policies and guidelines.
4. Monitoring and Evaluation:
- Providing ongoing quarterly performance appraisals for all staff members.
- Ensuring skills transfer and knowledge sharing throughout the course of the project.
- Implementing a comprehensive exit strategy to ensure sustainability after the project.
Project Achievements
1. Successful Recruitment and Staff Placement:
- High-quality project staff were successfully recruited and placed in key roles within the PMU.
- Effective recruitment process ensured that the PMU was staffed with the best health and technical experts to manage the HRF’s operations.
2. Establishment of Governance Structures:
- HRF National Steering Committee and Policy and Sustainability Forum (PSF) were established to guide the program and ensure alignment with Zimbabwe’s national health priorities.
3. Training and Capacity Building:
- Staff underwent induction training in essential topics such as PSEA, safeguarding, and anti-corruption measures.
- Ongoing training and skills transfer were provided to ensure the program’s sustainability beyond 2025.
4. Ongoing Performance Management:
- Monthly staff professional fees were paid, subject to satisfactory timesheets and corresponding reports.
- Quarterly performance appraisals and feedback mechanisms are in place to ensure continuous improvement.
5. Sustainability and Exit Strategy:
- A comprehensive exit strategy is in place to ensure the program’s sustainability and smooth transition at the end of the HRF phase.
