Improving Public Administration for Sustainable Development
At Crown Agents Zimbabwe (CAZim), we work with governments and development partners to improve governance and public administration within the public sector. Through the management of large-scale, multi-million-dollar programs, we aim to maximize impact, mitigate risks, and promote transparency and accountability. Our efforts focus on building effective systems that promote good governance and ensure that public services are delivered efficiently to communities.
Our Approach to Governance
CAZim takes a comprehensive approach to improving governance and public administration. Our services are designed to strengthen systems, enhance decision-making, and ensure that programs are sustainable and impactful.
- Financial and Social Data Collection
Our expertise in financial management has enabled us to work closely with government and partners to collect crucial financial and social data. This data serves as the foundation for proper planning and decision-making, enhancing allocative efficiency and ensuring that resources are directed toward the areas of greatest need. - Fiduciary Management
CAZim is committed to delivering governance programs that adhere to international standards of compliance, transparency, and accountability. Our fiduciary management services ensure that funds are used efficiently, reducing the risk of financial mismanagement and corruption. - Capacity Building and Community Engagement
Sustainability is at the core of our governance programs. We collaborate with governments – line ministries, local communities and stakeholders to ensure that governance interventions are not only accepted but also adopted and maintained. By engaging governments – line ministries, communities in decision-making and project implementation, we promote ownership, empowerment, and long-term sustainability.
Key Programs and Initiatives
1. Supporting Vaccine Programs
CAZim works in collaboration with the Ministry of Health and Child Care to support the Expanded Programme on Immunization funded by GAVI. Through this initiative, we work with health facilities, health centre committees and Community Based Organizations (CBOs) to identify vaccine-hesitant communities in 20 low-performing districts in Zimbabwe. Our efforts ensure that all children are vaccinated and that immunization programs reach the most underserved communities.
2. Promoting Accountability and Transparency
Through our governance initiatives, we strive to increase transparency and accountability within public administration. Our work focuses on promoting existing government public administration systems that allow for better monitoring, reporting, and auditing of programs.
3. Capacity Building for Public Sector Reform
CAZim also supports the public sector improvement through trainings, capacity-building, skills transfer programs aimed at enhancing the effectiveness of government ministries and agencies. Our training programs focus on improving financial management, procurement processes, and public administration practices to strengthen governance systems.
Our Impact
Improved Governance Systems
CAZim’s work in governance has led to measurable improvements in public administration, including enhanced financial oversight and better decision-making processes. CAZim worked on budget reforms with the Ministry of Finance and Economic Development, focusing on expenditure control, revenue generation, debt management, and fiscal accountability.
Empowering Communities Through Health Centre Committees (HCCs)
Since 2014, CAZim has trained over 3,000 Health Centre Committee (HCC) members across 922 rural health facilities in partnership with MoHCC and the Community Working Group on Health. HCCs play a vital role in the RBF programme, promoting accountability, transparency, and community ownership in health service delivery and infrastructure development.
Strengthening Institutional Integrity Through Governance Reforms
Our collaboration with the Office of the President and Cabinet, and the World Bank to institute procurement reforms significantly impacted procurement processes in Zimbabwe. These reforms promoted greater transparency, accountability, and efficiency across public sector procurement systems.
